good blog! informative and an interesting read!

Quantifying the whole 'Value' is a challenge to IT. Various models have evolved to deal with the concept. Not so recently, the ISACA forum released the ValIT framework to enable IT organizations to measure the value they bring in to the company.

another way to realize the value is by realigning the way IT is structured in an enterprise.

you can have an IT innovation unit based on the concept of a profit & loss center which focuses on IT innovations and can measure the value it brings in terms of ROI

at the same time, you can have an investment center based IT transformation unit which ensures that all transformations are geared to enable enterprise deliver value to its external customers. Being an investment center, the returns are not measure annually using a balance sheet or P&L statement. Hence, instead of using ROI, this unit measures the value it brings to the enterprise using the Return on Customer Experience (ROCE).
